In England public legal aid covers state-funded criminal and certain civil work, including duty solicitor and police-station representation, criminal advocacy in magistrates' courts and the Crown Court, family proceedings, housing and some immigration or welfare matters within the Legal Aid, Sentencing and Punishment of Offenders Act 2012 (LASPO) framework. A legal aid solicitor prepares applications to the Legal Aid Agency (LAA), completes means and merits evidence including the interest of justice test, applies for Exceptional Case Funding where appropriate, drafts statements and court documents, negotiates with opposing parties and represents clients at hearings. The solicitor must operate under LAA contract terms, comply with reporting and audit requirements and where necessary instruct counsel for higher advocacy.
